I need a 40 amp sub panel in a workshop about 30 feet from the main panel. Will awg 12/3 (20a on each side of the master) work?

Your question is a little confusing. You’re asking me for a 40 amp sub-panel and then you’re saying using a 20 amp wire. So no you would use at least a #10 wire on a 40 amp breaker.
